A Rumor is a character who is based on a preexisting character in canon that never got named and/or fleshed out . Finnbarr Galedeep's family is a common, clear example. Although never named in canon, they have a clear bearing on the plot in that their memory provides much of Finnbarr's motivation for the first half of The Bellmaker. OCs that are inferred to have existed, but are never actually mentioned in canon, do not belong here. OCs based off the High Rhulain belong in this category, but OCs based off Flandor's parents do not. Martin's paternal grandfather belongs in this category, but his maternal grandfather does not, and so on.
The purpose of this category is to categorize semi-canonical OCs. If there are OCs for Gonff's parents, you are free to create your own interpretation based on the known canon aspects. It is not a rip-off of your OC if someone else makes an OC for Ambry's father or one of Jube's sisters when you already have one made. They aren't stealing your idea.
